Oh man this is a tough one. I don't listen to a ton of power metal, but what I do have I really like ( theocracy, Rob Rock, Jacobs Dream, some Narnia). But I think I'm gonna have to go with Theocracy-Mirror of Souls (followed closely by Rob Rock-Holy Hell & Jacob's Dream-Beneath The Shadows).
